Abstract

Background: The One Health approach is emerging as an essential integrative paradigm, recognizing the interconnections between human health, animal health, and ecosystem integrity. However, a gap persists between the development of predictive tools and their application in resource-limited territories.

Objective: To design a methodology for developing professional competencies using the One Health approach.

Methods: A mixed-methods approach was used, with a qualitative component, structured under a participatory action research approach. A methodology was designed based on a competency-based approach (knowledge, skills, and attitudes). Validation was carried out using the Delphi method in two rounds with 30 experts.

Results: The methodology was structured in four phases: awareness-raising, theoretical-practical training, guided application, and evaluation. It includes theoretical modules, practical workshops, simulations, and modeling exercises. Expert validation showed a concordance rate per item in the second round of 100.0% for relevance and clarity, 90.0% for internal consistency, and 86.7% for feasibility. The overall concordance rate was 94.0%.

Conclusions: The validation confirmed the relevance, consistency, feasibility, and clarity of the methodology. It was structured with a practical approach. The evaluation system was performance-oriented. The proposal constitutes a scalable and transferable model for training in prospective water management.
